My client has nexus in Virginia, so the business is required to file a Virginia business return.  Now we had to file a manual return for the business.  Since the business needed to file a return; a personal Virginia tax return was required as well.  This was filed electronically.

Since the business is a pass through entity, the amount paid through the business is to be refunded through the personal return.  But the rub is that before the refund can be processed the business return needs to be processed and verified.

So it has been a month and a half since the returns were prepared and submitted and now Virginia is requesting verification of the business return before they refund the money on the personal side. It seems they have no record of the business return.  So we called the Virginia Department of Revenue, it seems that they need a minimum of 8 weeks before they process a manual return.  We were surprised by the time frame, even Illinois processes returns faster.

But the wait time to talk to a Virginia representative was minimal, we initially had to leave a message and they called back, were helpful and gave us another number to call for our unique problem.  On the other hand I am at 14 months on waiting for a return call from IDOR representative to get me the information I requested.  It is interesting to see where the states put their resources to.
