They have hours to fill and you can only do weather and traffic so often. So they fill the time with other things.

I believe that there are agencies and studios scanning through tons of crap on YouTube looking for something that can be parleyed into something sellable. Hell you have YouTube using their content to create series that they can sell on YouTube Red. It looks awful to me but I am not the target audience, but someone is making money on it.
