Ever since the IRS made it possible for any Tom, Dick or Harriet to do taxes with limited training and skills.  The service was supposed to make sure that these preparers at least filed their own returns.  Guess who wasn’t doing what they were supposed to do…

The Treasury inspectors chastised the agency for being lax. Wohooo scary…

Nearly 11,000 preparers with preparer tax identification numbers who were listed in IRS’s return preparer directory didn’t file a personal income tax return for 2016. I imagine it gets worse from there. The IRS states it will use the directory to identify non-filers and select them for examination.
