During the OPEC crisis of the 1970’s, there were gas and meat shortages. Then in December of 1973 Johnny Carson joked about toilet paper shortage. Thus, creating a run on toilet paper in the US, in late 1973 and early 1974. So, our current shortage has some historical precedent.
The rationale for this behavior is called, zero risk bias, the idea behind this is to have one aspect of life that is addressed and so you don’t need to worry about it during a crisis.
While 98% of toilet paper made in the US, there really is no fear of a shortage, assuming that the manufacturing is still occurring. Otherwise, maybe have an extra-large supply is not a bad idea.
