A number of business for sale state they are a turn-key operation, as well do a huge number of franchises for sale.

But, a true turnkey franchise is in a “condition ready for immediate use, occupation, or operation,” according to a strict definition. In most cases, a franchisor will do some but not all of the work to get you up and running.

Unless, you are buying out an existing franchisor, they you have to ask yourself why is corporate not buying this back to keep the profits (I have seen this done at Supercuts).  As well as why is the seller selling?  A true turn-key only would need a good manager to run to keep the profits flowing.
